Dassault Systemes CATIA V5-6R2012 SP3 Update 1.8 Gb 3D Models created in CATIA V6R2012X can be sent to V5-6R2012, retaining their core features. These features can be modified directly in V5. A design can now evolve iteratively, with engineers having the freedom to create and modify the part at the feature level, whether they use CATIA V5 or V6. Figured out a bit more of why licenses gave me trouble.
Turns out the netapi32.dll should not exist in either client or server. It seem to be modifying some communication between client and license server, validating licenses from the probably modified/compiled SQ-dslicensesever.
On a new client, installing V5-62014 & deploying licenses for that too using same license server, gave me the following response prior netapi copying;

Needless to say, V5-6 started right up.
Back to V6, running mql & run assign_licenses.mql after modifying first rows to;
set context user creator;
modify product * remove person 'PLMADM';
modify product * remove person 'Test Everything';
modify product CPF add person 'PLMADM';
modify product PRG add person 'PLMADM';
and doublechecking afterwards by trying to add again;

and once again, copyiong netapi32.dll into TomEEPlusbin folder, restarting ApacheTomcat service, logging into from internetexplorer http://localhost:8070/enovia as Test Everything w blank password, made me enter.
So, using manual steps is ok too, if beautifully SQ-created script does fail for you.
So, I have not figured out why I failed in the first place, might has been as simple as restart of Tomcat after netapi32.dll was copied.
